The effect is not a speaker's but a camera's: a video camera does not take a picture "at once" but line by line. With the small difference between fps and loudspeaker frequency this looks as if the speaker is wobbling. A similar effect is the seemingly backwards-rotating wheels or propellers - where film-cameras take images at a fps slightly higher than the revolution frequency (or mutiple thereof).
