If I remember, the dog belonged to the man who designed the bridge. He drove onto the bridge to prove it was safe despite the strong winds and heavy swaying of the bridge. But he then left his car. I might have remembered that wrong. But either way, that poor dog was a subject to man's stupidity and arrogance.
