why not just put a low beam in front of the tunnel, so the truck crashes into this instead of the tunnel ceiling?

What happens if the low beam are ripped of its hinges and falls on another vehicle? We have the same problem in stockholm "Sweden" trucks that don´t stop and rams the tunnel entrance.
