It appears to be very top-heavy and it has a stiff stalk; perhaps a tiny bit of wind sets it rocking and springing back again and again?

My guess is that the resonance frequency is just perfecly lining up with the resistance and the movement changing the angle where the wind hits so that the movements piles up to this. No scientist so please correct me

This is a beautiful example of a leaf blowing in the wind perhaps? (If its not someone pulling on a string.) I've noticed tree tops and grasses swaying in virtually windless conditions. Nice vid, thanks for posting :)

It looks to me like perhaps some kind of bug (a bee or a fly) is trapped inside and flying around trying to get out.

My guess is it is due to a vole or something similar nawing on the root system and causing subtle movements to be amplified by the stalk of the plant.
