I believe this is a business rather than a scientific or engineering venture at this point. It sounds as if the principles are solving a very large piece of the puzzle by proposing a way to finance such a mission and how to make it affordable (i.e. it is one-way; what Fox news sensationalizes as a "suicide" mission). I believe it's not a hoax, but it's also far from being realized.
