oh damm, he had his hand on the steering wheel when the airbag went out! this must hurt a lot! thats why he always shaked his right arm! I guess he burned his skin!

According to the reddit the driver posted in, the lady claimed that HE ran the red which the officer believed until he showed the dash cam footage.

if you watch at 00:10 you see the changing the traffic light from green to orange, but he is still far away. In my opinion he had to brake. But on the other hand the other car has similar condition, maybe it just went green at the second the car came into crossing. Luckyly noone god injured.A

If you look at the moment the airbags deploy, you can see the light is still yellow. There is no way the other car had a green, let alone be green long enough for them to not even brake.
