Also who keeps their garbage bins lined up along their driveway? How did the kid know the black one was empty?

  It wasn't empty. According to the owner it had cat litter and baby diapers in it...

  Well, there was unrestricted competition among these trash receptacles for this kid's attention. He freely chose to live in the one with soiled baby diapers and cat litter for half an hour of his life. While this may not be the choice you or I would make, his choice didn't bring harm to anyone else.
