Maybe that's because collecting shillings in a can isn't an effective way to help the poor. The best way to help the poor is for the government to raise tax revenue and spend it on effective anti-poverty programs.

What a brilliant idea Causeby! Because the government is soo successful at implementing effective programs, especially when it comes to such a non-complicated issue as poverty. Economic genius I tell you.
