I can tell this is funny, but I don't actually get it. Is it innuendo? Does the smallest hand gesture always win? Can someone explain it to me?

It's just for obvious. The one guy is saying he is more likely to run then the other guy is to fight. Lots of the jokes in "kids in he hall" are like that.
