This is how it is in all of Europe. In many European countries it's also forbidden to overtake on the right side, with high fines for this offense.

If you use the excuse "I'm obeying the speed limit" that's conveniently selective because you're simultaneously ignoring the other laws such as slower traffic keep right. Look up the law, it doesn't say slower traffic keep right, always, no matter what your speed is, no exception for when you're going the speed limit. So forget the law and focus on simple douchebaggery, which is what you're doing when you clog up the left lane.
