  Not stupid, but defenitely it's not in your nature to be a Troll... the player, on purpose take his time before the shot, tricking his rivals to step on the out of bound zone.

  Does that deliver them a penalty of some kind even if the point is still counted?

Hefty. Yes. It is a lane violation if the players step over the line before he has released the ball. The referees don't typically call it though.
