Why did they even bother re-filming it?

Because the actors had aged, changed hairstyles, etc., and they had to be consistent with the rest of the film. also, they had to add in the scene with biff, and the lighting would be obviously different. You can tell that the parts with no actors (or just Christopher Lloyd's hands in the garbage can) were from the original film, though because the lighting was different if you look closely.
