  Perhaps you didn't notice the thick layer of water everywhere? Water is not scarce in all parts of the world, if it readily available in an area, it is not wasting it. Many parts of Canada are a good example.

  While there's no way to actually waste water (it's not like you're shooting it in the outer space, it remains here on the earth, eventually recoverable), you can easily waste potable water, which is far more scarce and valuable, and the energy that took to get the water to you.
